About time for HBase 1.1.12

Hello,

It's been over a month since the last maintenance release. We have more
than 10 commits to branch-1.1. Thus I think it's time to spin a new RC.
I'll be doing my JIRA pruning in the coming days. Please land any commits
you feel are ready. Let's aim to start the VOTE early next week.
