Welcome Hadrian Zbarcea as new ODE committer

Hi ODE devs and users,

I'm happy to announce that Hadrian has been voted to be an ODE committer
recently. As you may have noticed, he has already committed his first array
of patches, which focus around our virtual processing unit JaCOb.

Please join me to welcome Hadrian! I'm really looking forward to working
with him on improvements and new features.
