[DEPRECATE] retire tools/ngui (Angular UI)
Hi all
We have an Angular based UI (
https://github.com/apache/cloudstack/tree/main/tools/ngui) which seems to
have been added as part of a GSoC project back in 2013. I found some images
which are related to this project here (
https://github.com/apache/cloudstack/commit/79419d43736d49a86c2f7595bc8c62ddc1f9931f
).
This hasn't been maintained and we also have a new UI which we are
maintaining. I couldn't find any major changes since 30-07-2013 other than
some string changes. (
https://github.com/apache/cloudstack/commits/main/tools/ngui).
I therefore propose that we retire this UI and mark it as deprecated in the
upcoming 20.3 and 22.1 releases to be totally removed in release 23.
If there are willing maintainers and/or users, or if there is any other
reason we shouldn't retire this plugin, please let it be known.

+1 should we able to remove this. This does not need deprecation as this was an unfinished GSoC student project which was never claimed to be shipped/used/released.
