By chance is this an out of tree build?

Please try this patch and see if it helps:

http://mirror.sdunix.com/apache//apr/patches/apr-1.5.0-out-of-tree-build.patch

(It fixes a problem where the include/private directory may not yet exist at
the point where your build failed.)
