Merging new HA work to trunk


I'm planning to merge the qpid-3603-2 branch to trunk. This branch
has a first cut of a new approach to High Availability, which uses
an active-passive design (as distinct from the existing cluster's
active-active design) For more details see:

The initial merge will include an improved version of the existing queue
replication feature, and the foundation for an eventual replacement of the
existing cluster module. The existing features are not being removed at this
point, we will support both until we are happy that the new approach
meets all requirements.

The merge includes a substantial amount of new code, but only limited
changes to existing broker code, so it is low risk. I would like to
get this into the 0.16 release so people can  try it out and provide feedback.
