I tested this, and I had to add a dependency in tools pom to reference the geoentitylinker-addon to work, and change my lucene pom entries to NOT optional. I might be doing something silly, but I don't think we want the tools build to depend on an addon.
Also, if no text is provided after the first props file arg, It will hang on line 93.
If I am not doing something wrong, I'll put in a ticket.
