   ## Brief change log
   
   This PR sits on top of #6438, so review only needs to consider commits starting from a9978de.
   
   Adds checks for serializer compatibility and ensures that the new serializer if propagated to the meta-data in all places where priority-queue state is created.
   
   ## Verifying this change
   
   Mainly by a test case added to `StateBackendTestBase`.
