Maintainers list

Hi all,

I sent follows up to the three groups who contacted us about contributing
new packages to bring up the importance of finding a maintainer for
components.

I suggest that we keep the maintainers file maintained so that we know who
to turn to when the release is blocked.  :)

Great idea! Thanks for staying on to of it - surely important considering how
big the stack has become.
