Sometimes, we need to troubleshoot the start process of an IoTDB instance, however, there are too much historical data, which leads to transferring too much data.

Therefore, we could only copy the data/system and data/wal folder into the local.

However, recovering wal need the related .tsfile (empty file) in the right place under data/data folder.

Therefore, we need a tool to reconstruct the data/data folder based on data/wal.
