New docs

Hi all,

Hope everyone had a good festive season and best wishes to all for the 
new year.

There is a new developer-guide which describes how to build Click, 
make releases, sign artifacts etc. The developer-guide TOC entry 
replaces the Building TOC.

There is also a new TOC entry for Extension projects such as 
Click-Calendar and Click-Charts.
