Deprecate manual restart for gateway senders so it can be removed in GemFire 10.0.

With manual start of senders, it is possible that events, created prior to the start of the senders, are not sent to the remote site. Some users have tripped over this limitation which has resulted in data loss.
In the valid use-case of using this option to gather a limited amount of data from a production cluster to populate a test cluster, using the snapshot feature is a better choice.
