   Adds Rust UDF and Python SQL regression coverage for buffering a valid polygon with a degenerate interior ring. The tests verify ST_Buffer returns non-null output and a valid geometry at distance 10 instead of panicking in i_overlay.
   
   Tests:
   - cargo test -p sedona-geo issue_1178_degenerate_interior_ring
   - pytest test_functions.py::test_st_buffer_degenerate_interior_ring
   - cargo fmt and Ruff checks
   
   closes #1178
