Hi again! About the Xerces Perl scripts - I believe we have a consensus between the XalanC committers, that the XercesC script is not really the way to go: it does too many things in additional to just building and testing, it's difficult to maintain on all the platforms and it's adds an additional pre-requirement of having Perl installed. 
For the Unix/Linux platforms we have "make install" command and for Win platforms we have created a makefile ( for nmake) that does the big part of what you are looking for . It's located in xml-xalan\c\Projects\Win32 and should work for all the flavors of MS-Windows.
