    Description: I am using global-messages_xx.properties files in UTF-8 format for i18n in our website using struts 2. When i use characters that consume more than one byte in UTF-8, struts replaces them wrong. I have set the struts.i18n.encoding=UTF-8 property in the struts.properties file.
