The current support for built-in handlers in the URL Handlers service is braindead and needs to be improved; currently there is only a hard-coded check for the "file:" stream handler in URLHandlers.createURLStreamHandler(). This needs to be improved and to be brought in line with the OSGi R4 specification (see section 11.3).
