[Bug 5957] New: URIDetail plugin should have a t test associated with it

The URIDetail plugin is not covered at all by any of the t tests, and we
currently have no rules in the distribution that use it.

If we're going to continue to distribute it, we need a t test. And we should
probably start using it.
