   ### Description
   
   
   We need to implement a new merge strategy for the hybrid tag type. The new algorithm should:
   
   - Store the tag type along with the tag value
   - Utilize row-based tag encoding to manage data during the transformation of the tag’s type
   
   This change will affect the entire data model. Importantly, we must ensure backward compatibility so that old files remain intact and unbroken.
   
   **Action Items:**
   
   1. Design the new algorithm for the hybrid tag type merge.
   2. Implement row-based tag encoding in the data transformation process.
   3. Test backward compatibility with existing files.
   4. Update documentation to reflect these changes.
