It is hard to tell exactly what you mean by "the php script includes another
file" (it appears that the php script is using HTTP to get the file, rather
than just grabbing it from the filesystem; this isn't very smart).
But in any case, I'm fairly sure there is nothing apache can do to help this.
Any script used as an error document must take its own precautions to assure
that it handles its own errors.
