As a follow-up to [DRILL-1328|https://issues.apache.org/jira/browse/DRILL-1328] which is adding NDV (num distinct values) support and creating the framework for statistics, we also need Histograms.   These are needed  for range predicates selectivity estimation as well as equality predicates when there is non-uniform distribution of data.
