An xs:include with schemaLocation fails with a longer file name, shortening it makes it work. 

The failure occurs in XercesJ when validating the schema. 

The names do not seem excessively long (48 characters for the name+extension part) names that work are 40 characters long. 

Even the absolute complete path name to the file is modest in length (less than 200 chars)
