Sounds reasonable to me, but I don't know about the history though. Can we change to a well-known port instead of using a customized one?

We should change it to use apache default port to be consistent with apache standards. Also, since this is a configurable parameter (using puppet extlookup()), user should be able to specify custom port if they would like to.
