[VOTE] Release Qpid 0.24

The qpid-cpp package is missing file cpp/bindings/qmf2/examples/cpp/CMakeLists.txt which prevents building the kit on windows with cmake v2.8.11.2.

The full package qpid-0.24 has the file and builds just fine.

I don't think this omission should cause a respin but if a respin is in the works then this file ought to be in it.
