As a follow-up from TEZ-1490, there is duplicate code copied to TezClient to handle creating a dagId string for use with DAGRPCClientImpl. There are some obstacles to removing the duplication with some design decision that need more visibility. Similar Id formatting exists in related Id classes and need to be considered as a whole.
