ALG: This is by purpose. There is no direct chart application (there was one up
to 2.1 or so, not sure about the number). A chart os identical to an activated
OLE object in AOO3.4, visualized by the gray lines around it and black dots.
It's equal to inserting an OLE (e.g. an impress to draw).
Of course the activated chart has it's own toolbars, thus when activatng a
chart OLE, the ones from (e.g.) draw get hidden and the ones from the OLE
application (in this case chart) get activated. This behaves as intended.
If you meant something else, please coorect. Else, think about closing this
task.

If that is the case, the following scenario should hide the unrelated toolbars.

Select Drawing application => Observe tool bars => Select a chart component
from the tool bar => Deselct the chart component by clicking outside => Select
it again.

This should hide the unrelated toolbars but they are still visible.

ALG: Cannot reproduce in AOO3.4.

Before chart creation, I have the 3 Draw toolbars (a):
- Line and Filling
- Standard
- Drawing
When creating a chart I have (all three from chart OLE) (b):
- Standard
- Formatting
- Drawing
When deselecting OLE (leaving activated OLE mode) I have mode (a) back (as
expected). When selecting the chart OLE (not activating) I stay on (a) whit
updates in the toolbars. All as expected.
