Replace header wordmark with Apache Ossie icon and text brand
Swap the 'Open Semantic Interchange' wordmark in the top header for the
Ossie icon glyph alongside the 'Apache Ossie (incubating)' site name.
- Extract the icon-only mark from logo-full-horizontal.svg into logo-icon.svg
- Render icon + config.site_name in the header partial instead of the wordmark
- Add brand styling (flex layout, icon sizing, dark-blue bold text)
