[I] IllegalArgumentException is thrown when the rollback is executed for a completed commit. [hudi]

1、Run the “commit rollback --commit xxxx“ command for a completed commit by hudi-cli.
2、We can find that "IllegalArgumentException: Cannot use marker based rollback strategy on completed instant" is thrown.

This appears to be fixed on master by [HUDI-4550](https://issues.apache.org/jira/browse/HUDI-4550) in commit a76f694 (PR #6313, Aug 2022). `BaseRollbackPlanActionExecutor` now automatically downgrades marker-based rollback to listing-based rollback when the target instant is completed (`shouldRollbackUsingMarkers && !instantToRollback.isCompleted()`), so the `IllegalArgumentException: Cannot use marker based rollback strategy on completed instant` is no longer reachable from the `commit rollback` CLI path. The original error string is no longer present anywhere in the repo. If you can still reproduce on a recent release, please share the version and stack trace; otherwise this can likely be closed.
