Updated patch with Windows fixes:
* {{SOLR_LOGS_DIR}} was always overwritten in solr.cmd
* Did not support space in the path
* Check for restricted folders now works
* Missed {{set}} in solr.in.cmd
Tested on Windows 10 with and without spaces in SOLR_LOGS_DIR.
Please review and test. Plan to commit in a few days.
