   *This pull request provides a checkpoint config option `isPreferCheckpointForRecovery` to allow configuration whether to fall back to savepoints for restore*
   
   ## Brief change log
   
     - *Provide a checkpoint config option `isPreferCheckpointForRecovery`* 
     - *Allow configuration whether to fall back to savepoints for restore*
     - *Add two test cases*

   This change added tests and can be verified as follows:

     - *testRestoreLatestCheckpointWhenPreferSavepoint*
