[FEATURE REMOVAL v6.0.0] Change minimum platform dependency to RHEL6 (or later)
We currently support releases of Linux that are of ~RHEL5 and later. This proposal drops RHEL5 support for 6.0.0. This gives us (in particular) better Bison and OpenSSL minimum requirements, such that we can keep the code cleaner.
The Jira for this is

Unless we hear otherwise within 1 week, this will be implemented for 6.0.0. We will update the Wiki with the library version dependencies (see below).
