Derek, your account was set up some time ago, perhaps the account creation email got lost due to Yahoo being horrible with DMARC for emails. I'd suggest you try to reset your password using the self serve mechanism on https://id.apache.org/

Your account name is 'dagit'

If this does not work, please contact root@apache.org and we'll see what we can do.
A JIRA ticket is not the right place to discuss this.
