problem with permissions

Probably isn't the right place to send this notice, but I didn't see a "for
problems with this web site contact"  anywhere...

I just got a 403 (forbidden) on http://ant.apache.org/manual/index.html

I think I have 'em locally, luckily...

Actually, this does not look like a problem of DNS, a telnet to
ant.apache.org brings one to the right place.
It looks more like a problem of Apache server configuration, but I do not
know what is wrong.
