When specifying a workflow action in an Oozie coordinator the <app-path> string must point to a directory that contains a workflow.xml file to be executed (though AFAIK this is not documented).

Proposed improvement is to allow <app-path> to point directly to an XML file of any name. The existing behavior could still apply by looking for workflow.xml where <app-path> is a directory.
