Excluding .mvn from rat check?

Hello,

I just wanted to test the new .mvn/maven.config directives in the
maven-release-plugin (just setting --show-version --errors), however
now the rat plugin is complaining about a missing license header.
However comments seem not to be supported in this file, so we should
probably exclude the whole directory from license checks.
