[VOTE] Release RC 2 as Qpid Proton 0.12.0

The artifacts proposed for release:

    https://dist.apache.org/repos/dist/dev/qpid/proton/0.12.0-rc2/

Please indicate your vote below. If you favor releasing the 0.12.0 RC 2
bits as 0.12.0 GA, vote +1. If you have reason to think the RC is not
ready for release, vote -1.

Thanks,
Justin

Sorry, folks. It seems I messed up this one.

This vote is closed. I'll raise a new one as soon as I correct the problem.

FWIW, after cleaning out all the build related files (which did seem
to extend beyond the java builds) l was left with just the 2 expected
changes to the cpp binding. Running the install on Linux worked fine
as before (verified with a qpid-cp trunk build) and the staged java
binary artifacts worked fine for a qpid-jms build too, but will also
need a rebuild due to the source issue.
