Apache Parent POM

We use a very old version 9 of the Apache Parent POM, where 18 is the
current version.

It might be worth updating our reference and clean up for 2.6.

Not being a Maven expert, a question: would this impact users in any way?

If there's no downside then we should probably update.

We've been keeping up to date on all our maven plugins manually, so it
doesn't really seem like a huge deal. I'd wait until after release, too.
