It's actually present in the parent pom, but in a different way:
* We list all the versions as properties
* Then we have the dependencyManagement where each dependency is using the associated property.

Now, from a user perspective, I understand that using a bom pom instead would be a matter of including this bom pom instead of the parent pom. But as we always use the same version for *all* the modules, I don't really see the advantage to refer to a bom pom instead of the current parent pom.
Unless you are to pick a set of sub-modules and not project as a whole.

In any case, it's not really a big deal to define this bom pom.
