User feedback, FWIW:
I've been using the patch for a few weeks with zero problems. Specifically utils.vector.lucene.Driver.dumpVectors() works fine, and I'm using a custom analyzer and tokenizer, no problems there.

I had to edit the patch locally (but only integration/pom.xml, nothing major) before applying because I had pulled revisions past this patch.
