Tomcat 4.1.10-LE-JDK14 admin webapp doesnt work

I recently downloaded Tomcat 4.1.10-LE-JDK14.tar.gz file and when trying to 
access the admin webapp (WITH NO CHANGES ON CONFIG) it didnt worked. 
 
Later i downloaded tomcat 4.1.10 full version and the admin webapp worked. 
 
Is this a bug on Ant Build Script ??
