war file into !webapps

Hello tomcat-user,

  How to tell Tomcat 3.1 under Solaris to unpack war files when I put
  it NOT into webapps directory?

Tomcat 3.1 (or 3.2 for that matter) does not have any support for
unpacking war files anywhere but from the $TOMCAT_HOME/webapps
directory.  You will have to unpack it yourself (or go modify the
auto-unpack source code in Tomcat to do what you want).
