Environment: It's not obvious from documentation how network rate limit configuration on compute and network offering affects the virtual machines configuration.

We suggest adding following information to the documentation:
1) Network throttling rate is taken from the VR/UserVM Service Offering for:
• Default Guest network of the user vm
• Guest and Public networks on the VR
If the throttling is NULL on the service offering, then the value is taken from the Global config.
2) Network throttling is taken from the Network offering for:
• management interface on the VR (always unlimited, can't modify)
• Non-default networks of the User vm
If the throttling is NULL on the network offering, then the value is taken from the Global config.
0 means unlimited
