[PR] Clarify devreload's JBR/DCEVM version coverage and IDE-agnostic setup [ofbiz-plugins]

Clarifies the devreload plugin README on two points raised in review:
- JetBrains Runtime (JBR) is what `ofbizDev` actually relies on for DCEVM support, and it's officially maintained for JDK 17/21/25 — unlike the original dcevm/dcevm project (Java 7/8 only) or the TravaOpenJDK forks (Java 11 only, no longer actively updated). JBR is downloadable standalone from JetBrains' own releases page, independent of installing IntelliJ.
- The plugin is IDE-agnostic: `DCEVM_HOME`/`-PdcevmHome` only needs to resolve to a `java` executable. Added a VSCode setup example alongside the existing IntelliJ guidance so this doesn't read as IntelliJ-only.
