After recent change to preserve ID of legacy service-defs (HDFS/HBase/Hive/Knox/Storm), in RANGER-527, adding a service-def with no pre-defined ID fails. This is seen in Postgres and is caused by the sequence number for service-def not set correctly after creating a service-def with pre-defined ID.
