   These changes fixes the issue where a zip file was causing race condition but introduces new failures:

   This failure is coming from `createAction`, setting `overwrite` to `true` is not helping with concurrent execution in `_, _, err := deployer.Client.Actions.Insert(action, true)`, which is causing `Concurrent modification to resource detected.`
