Under unknown circumstances, a cgi-script can break the errorlog.
I have a special vhost to test cgi/perl-scripts. At some time, such a script
broke the standard ErrorLog. Apache would not write anything to the
errorlogfile anymore. Deleting and recreating the file did not help. Only after
a restart, Apache was able to write to the errorlog again.
