    Rename GitHub Action `master.yml` to `build_and_test.yml` (#574)
    
    ### What changes were proposed in this pull request?
    
    This PR renames GitHub Action file from `master.yml` to `build_and_test.yml`
    
    ### Why are the changes needed?
    
    Since this file is used in the other branches, new name is better.
    
    ### How was this patch tested?
    
    Pass the GitHub Action with the new file.
