Description:
The jnlp:generate-jnlp goal starts with a set of lines which initialize the variables needed to build the jnlp actifacts.

The same lines are neither present nor invoked in the jnlp:generate-keystore goal. This make the goal seem to work but the result cannot be used later with the jnlp:generate-jnlp goal.
