making a release for 2.0.0-preview

Can we start making releases based on Apache Spark's 2.0.0-preview, so
people can start testing?

It would be really good to have the Apache Spark artifacts available in
maven central to start that (as we probably don't want to make a release
based on a staging repo that might get removed). Other then that, Big +1
for working on a release, and I can volunteer as RM.
