I was able to reproduce/confirm this bug and generated a complimentary bug
report based on the steps I took and what occurred on my system:

Title: Broken “Move Up” and “Move Down” paragraph shortcut (CTRL + ALT + UP /
CTRL + ALT + DOWN)

Description: When attempting to use the Move Up shortcut, a sample paragraph is
not moved up. Also, when attempting to use the Move Down shortcut, the
paragraph is not moved down. Instead, the default Tablet Windows 10 invert
screen shortcut occurs, which is unexpected behavior by a user.

Feature Area: Writer – Formatting

System used to reproduce:
•    OS: Windows 10 Home
•    Processor: Intel® Atom™ CPU Z3775 @ 1.46 GHz
•    Installed memory (RAM) 2.00 GB
•    System type: 32-bit Operating System

Reproduction Steps:
1.    Open the Apache OpenOffice 4 Suite
2.    Click on “Text Document”
3.    Click on “Tools” in the top banner
4.    Click on the “Customize” in the drop down menu
5.    Click on the “Keyboard” tab of the Customize window
6.    Navigate to the CTRL + ALT + UP option
7.    Notice that the shortcut is assigned the following action: Move Up
8.    Navigate to the CTRL + ALT + DOWN option
9.    Notice that the shortcut is assigned the following action: Move Down
10.    Close out the Customize window
11.    Add two sample paragraphs to the word document
12.    Click on the beginning of the second paragraph
13.    Press CTRL + ALT + UP
14.    Notice that the paragraph is not moved up
15.    Click on the beginning of the first paragraph
16.    Press CTRL + ALT + DOWN
17.    Notice that the paragraph is not moved down, and instead, Windows
inverts the display (calling a windows shortcut instead of the program’s
shortcut). 

Note: The screen inversion on my device may be happening because it is the
default behavior of Windows 10 tablets. This though still confirms that the
Move Up and Move Down shortcuts are not functioning as expected.
