[users@httpd] WSASocket failed

I am seeing errors similar to:
[crit] (10045) The attempted operation is not supported for the type of object referenced: Parent: WSADuplicateSocket failed for socket ###". 

Except in my case it's [crit] (10038) ...........

Not using Aventail Connect. VPN clients are not hitting this server. What could this mean?
