I don't see what this offers over the existing RussianAnalyzer. Perhaps someone more familiar with Russian can provide details. Otherwise, it seems like the analyzer supports setting the charset, so I don't see the issue with CP1251 (or whatever it is)
Please open again if more explanation can be made.
